Water damage

Bought a 2017 700 m4 with water damage. The instrument display mode button does not work,so I don't know how many mile are on it. Would a new one have to be programmed? Also been dealing with water in the oil. Flushing, draining etc. Problem is that the engine turns over hard (plugs out),and only makes 2 revolutions before the starter stops. Battery charged. Not sure if there could be other electrical components I should be checking into. thanks in advance

It will be plug and play with the meter, no programming needed. Does the exhaust have water in it? If it does it can make it turn over hard.
