mechanical brake?

Hi, new member here but Ive been looking all over for help and haven't been able to find anything!
Here in Michigan they just made utv's street legal again as long as they meet the MI laws. we have gotten everything passed except the "EMERGENCY BRAKE" which we installed a locking mechanism so when the pedal is pushed in, the mechanism locks the pedal down. The issue is, apparently in "MI LAW 257.705(1)(A)" we need 2 separate means of applying the brakes, but if these 2 separate means are connected in any way, they shall be constructed in a way that if 1 part fails, we can still stop with the other means... is there a mechanical brake system, or a caliper that we can replace/substitute/retrofit to make this work? oh, and it needs to be able to slow us down if driving down the highway, so a "locking" mechanism doesn't fit these means either.

ANY help is much appreciated!!!

The only way I can think of is using bigred rear calipers and running a cable for a park brake.
